Our High-Proof Alcohols are versatile for consumable uses as well as topical and external uses. Some examples:

State Permits for High-Proof Alcohol

Some states require licensing or permitting to purchase industrial alcohol. Our organic 190 proof alcohol is both food and pharmaceutical grade, which can require permits from either the state revenue department, the alcoholic beverage control in your state, or sometimes both (dependent on state classification).

Some states will require a simple one page approval letter, while others may require an application that is a little more in-depth. To remain compliant for our customers and ourselves, we try to provide our customers with as up-to-date information as possible for their state. Due to frequent changes in state permitting laws and procedures, we can't guarantee that our information is 100% up to date. Please review your state information and apply for all permitting needed. Once customers have appropriate permitting, we require copies to be sent to us with each order.

This state-by-state information is for permits for purchasing our alcohol for industrial use. If you intend to use our alcohol for beverage uses, alternate or additional permitting may apply. Please contact your state for further information.

Hawaii

Regulations for purchasing high-proof alcohol for industrial-use

The Island of Hawaii and Maui require an "Alcohol Purchase Permit." We are currently unable to ship to Oahu, Kauai, Lanai, or Molokai.

To apply for a permit on the islands of Hawaii or Maui residents must fill out the application, and the personal history section, and mail it to the address on the form. Once permit is received please upload the permit to your account on the Organic Alcohol Company website when you place your order.

More Information:

ALCOHOL PURCHASE PERMIT. Any person desiring to purchase alcohol, as defined in Section 281-1 of the Hawai‘i Revised Statutes, shall file an application for a permit to purchase alcohol which shall include the quantity and nature of use of the alcohol. The permit shall be valid for one year from the date of issuance or upon purchase of the total quantity of alcohol approved on the permit, whichever occurs first. The permit shall be renewable upon submittal of an application to the Commission. The applicant shall file personal history statements of all owners and a sketch of the premises to include designation of the alcohol storage area. The premises shall be subject to inspection during the term of the permit. The Department may, at any time, require the permittee to submit verification of invoices indicating alcohol purchases. When the permittee has purchased the total quantity of alcohol approved by the Commission, the permittee shall submit copies of invoices, or the like, verifying the quantity purchased, and the permit shall be deemed null and void.

Idaho

Regulations for purchasing high-proof alcohol for industrial-use

Residents in Idaho must obtain a "Special Alcohol Permit Application and Application to Purchase High Proof Ethyl Alcohol" from Idaho State Liquor Division. Form must be renewed yearly and can be found here:

Customers please send a Purchase Order of intended product purchase to the Idaho State Liquor Division. They will approve the purchase and send a Special Alcohol Permit.

Customer will send a copy to Organic Alcohol Company and will be able to make purchase.

Please allow time for this process. Process can take 7-14 business days.

Illinois

Regulations for purchasing high-proof alcohol for industrial-use

Residents of Illinois need to follow a two-step procedure to be compliant in this state.

1. Fill out the "APPLICATION FOR STATE OF ILLINOIS NON-BEVERAGE USER’S ALCOHOLIC LIQUOR LICENSE" from the Illinois liquor commission.

2. Once liquor license is accepted, fill out RL-4 and send to Illinois Dept. of Revenue.

The state will review your application— the process can take 3-8 weeks to approve. The state will email the permit to you when accepted.

For customer's own state tax: Once you are licensed and given an account number, you must fill out an RL-4 that will be sent out through the mail. You may also fill it out online and send it to [email protected].

Indiana

Iowa

Kansas

Regulations for purchasing high-proof alcohol for industrial-use

Residents in Kansas have two options for permitting in this state:

1: Fill out the "Non-Beverage Permit" application for each order.

The permit holder must purchase alcohol or wine from a manufacturer, distributor, microbrewery or farm winery. At the time of purchase, they must provide two copies of their permit to the seller. Within 10 days of the purchase, the permit holder attaches a copy of their invoice to their original permit then returns it to the ABC. Additional purchases require a new permit. THIS IS A ONE TIME PURCHASE.

Maine

Residents in Maine are required to obtain two permits in order to purchase alcohol.

An 'Annual Approval' form must be filled out each year. This must be filled out and sent to the address provided on the form. Follow the link below for application:

There are two steps in this process if you are a resident in Michigan.

To purchase alcohol, residents in Michigan need to have an existing license from the Manufacturers and Wholesalers Department of Michigan. Application for this form can be found here:

If you are a resident in Minnesota and you are using this alcohol for home or personal use only and do not retail your product, no permit is required at this time. Please note that customers will be held responsible for not adhering to state regulations.

Only a licensed business in the state of Minnesota may apply for a "APPLICATION FOR PERMIT TO PURCHASE AND/ OR POSSESS ETHYL ALCOHOL AND/OR DISTILLED SPIRITS" from the Minnesota Licensing Department of Public Safely Alcohol and Gambling Enforcement. This is for non-beverage, industrial and manufacturing purposes only.

Montana

Regulations for purchasing high-proof alcohol for industrial-use

Residents in Montana must obtain an "Authorization to Purchase" from the Montana Department of Revenue.

Procedures are as follows for submitting form ASA to Purchase Bulk Distilled Spirits according to Montana’s Rules:

1. The Business (such as Mason) must submit a completed form (ASA 05/14) to the Department of Revenue Liquor Control Division. The form must be completed in its entirety. Any missing information will delay the approval process.

The information that must be completed by the Business is:

a. Business information (business name)

b. Request Date

c. Billing and Shipping address

d. Contact information (at least two contacts) to include name, phone and email

e. Tax ID (FEIN or SSN)

f. Purchase Order number (attached if available)

g. List type of business

h. Purpose for which product is being ordered

i. Product description to include quantity, size, proof, description, gallons

j. Supplier information (that would be you) (at least two contacts) to include name, phone and email

k. Sign and date form acknowledging the information is accurate

2. Once the Department of Revenue Liquor Control Division receives the completed form, the form will be approved and forwarded to the Supplier. They will fulfill the order for the business and ship it as soon as possible to prevent any delays.

3. After the Supplier has shipped the product, they will send the Department a copy of the invoice. This lets us know that the product has come into the state.

Under 60-3A-5. Exemptions act, industrial use alcohol that falls in the categories below does not require a permit at this time.

60-3A-5. Exemptions from act.

Nothing in the Liquor Control Act [ 60-3A-1 NMSA 1978] applies to:

A. the transportation of alcoholic beverages through New Mexico;

B. the transportation of alcoholic beverages into a United States customs bonded warehouse located in New Mexico;

C. ethyl alcohol intended for or used for any of the following purposes:

(1) scientific, mechanical, industrial, medical, chemical or culinary purposes;

(2) use by those authorized to procure the same tax free, as provided by the acts of congress and regulations promulgated thereunder; or

(3) in the manufacture of denatured alcohol produced and used as provided by the acts of congress and regulations promulgated thereunder; or

D. the sale, service, possession or public consumption of alcoholic beverages by any person within the boundaries of lands over which an Indian nation, tribe or pueblo has jurisdiction if the alcoholic beverages are purchased from New Mexico wholesalers and if the sale, service, possession or public consumption of alcoholic beverages is authorized by the laws of the Indian nation, tribe or pueblo having jurisdiction over those lands and is consistent with the ordinance of the Indian nation, tribe or pueblo certified by the secretary of the interior and published in the federal register according to the laws of the United States.

Residents in Oregon must send an "Industrial Alcohol Authority Application" to the Oregon Liquor Control Commission (OLCC) address listed on the application.

Pennsylvania

Regulations for purchasing high-proof alcohol for industrial-use

Residents in Pennsylvania need to apply for a "License to Purchase Alcohol" through the Pennsylvania licensing department. This "License to Purchase Alcohol" needs to be renewed every four years. 2016 is the current renewal year, next renewal will take place in 2020, regardless of the date your permit was issued.

Once you have the license, you will need to apply for a "Bulk Purchase Order."

For non-tax paying, nonprofit customers or companies, an "AE" permit may be obtained instead of a bulk purchase order form. For more information contact the Pennsylvania Licensing Department.

For all other customers, a paper form for "Bulk Purchase Order" can be requested by calling (717) 772-6943.

Once approved, this "Bulk Purchase Order" will be good for 30 days, but can be extended if needed by calling.

You may place your order after you upload copies of your "License to Purchase Alcohol" and your "Bulk Purchase Order" to your account on the Organic Alcohol Company website. Your order may then be processed.

Utah

Residents in Utah need to obtain a "Special Use Permit" from the Utah Liquor Control Board. There are several different categories in which alcohol uses are categorized which can be found at the link below:

The fees for this permit are $50 for the application, $250 for the permit.

Residents of Vermont must fill out an "Application for Permit to Purchase Alcohol" and submit it to the address provided on the application form.

Once the permit is accepted, upload the completed form with intended gallons to your account on the Organic Alcohol Company website. Your order will then be processed. This process must be repeated and new permit must accompany EVERY order placed. Please call office for any questions.

Virginia

Residents in Virginia must go to the Virginia Department of Alcohol Control and fill out 2 permits: "Application for a Permit to Purchase Industrial Alcohol" and "Industrial Use Permitee Order and Permit for Transportation of Alcohol".

After it is received by the Virginia Department of Alcohol Control, the Transport Alcohol Permit will be sent to the Organic Alcohol Company, where we will confirm the last half of page two on form.

Once you have both permits back from the Virginia Department of Alcohol Control, upload the permits to your account on the Organic Alcohol Company website. Your order will then be processed.

Please note: You must then FOLLOW UP and send back a copy (or original) of the Fed-Ex packing slip to the Virginia Department of Alcohol Control at the PO box above for their records.

Washington

Regulations for purchasing high-proof alcohol for industrial-use

Residents in Washington must apply for a "Class 1, 2 or 6 permit." There is a yearly limit—please keep track of each order amount total gallons purchased within allotted amount stated on permit application. Once permit is issued customer must send copy to [email protected] with name of customer in subject line as well as how many gallons is left on permit at time order is placed.

Class Permits 1, 2, or 6 — Alcohol Permits — for the purchase of ethyl alcohol not used for consumption.

  • Permit 1—used by a physician, dentist or a person in charge of an institution like a hospital or sanitarium.
  • Permit 2—used by a person engaged in mechanical or manufacturing business, such as boat cleaning.
  • Permit 6—used by a person operating a drug store to be sold on the RX of a physician.
  • Processing time: 7 - 14 business days
